This has been discussed ad nauseam on several forums including this one (what were you doing about a year ago?) and the conclusion cited by Phil and others is what I consider the most authoritative. The Valvoline/NAPA Fleet Plus DOES have the required level of ZDDP and is reasonable in price, especially the NAPA-branded oil, which is otherwise identical.
The B18/B20/B30 cam and lifter problem was sufficiently well documented when the engines were new that the American Petroleum Institute developed a "Volvo B20 Cam and Lifter Test" for oils. Thus far I have not been able to get a copy of the procedure. Maybe I should write to the API....
