89 240 stopped running 200

As said... I do not know '89s, and would like to learn myself about this.

But, my understanding is that the pump will not come on except when key is in the start position, so you won't hear it with key just in the 'on' position.

Once the motor is running, the pump will stay on because it knows the engine is running, thanks to a switch. Specifically, the oil pressure sender.

Safety issue... if the car is upside down in a ditch and the driver is unconscious, engine loses oil pressure and fuel pump quits.

I've only heard that though, from non-Volvo type mechanics, so I'd love to hear how the system actually is set up.
