Approach this methodically. You see the power is missing from where it needs to be, and you know where it should come from.
(1) Verify the problem as you currently believe it to be. Connect a test light to terminal 15 of the coil, the blue wire, and observe the light comes on in KP-II and then goes out when you move the switch to KP-III.
(2) Trace it backward toward the source. Use the test light to check the blue wire where it goes into the ignition switch connector #15. Same behavior?
(3) Check the red wire at the ignition switch connector #30 -- should be hot all the time regardless of switch position. Sanity check for the source.
Testing parts and checking continuity might solve this for you, but only if you get lucky. Tracing the voltage will assure you success.
