240 hesitation 200 1993

I am having similar problems with my 92 240. Lots of hesitation/surging at low speeds (coming out of first gear), especially under heavy acceleration. Also, idle seems very high (about 1200 rpms).

Already read some threads on here and replaced hose from AMM to TB, cleaned TB, replaced PCV with new kit, clean oil separator. Tried to clean AMM meter with Q-Tip but noticed that part of the little plastic sensor moves independently (perpendicular) to the rest of the sensor which seems fixed. Is that normal? Should I try swapping out the AMM?

Before all the changes, it had some hesitation/surging and high idle, but they seemed more sporadic.

Edit: Should mention fuel pump wine (not sure if it's internal or external pump) is very loud, would that have something to do with the poor air/fuel?
