Trailer wiring 700 1990

Totally ignore the fool that suggested 6V bulbs. They take 2x the current to make the same light output, more overloading your marginal supply. And as soon as you get the problem corrected - they'll be flashbulbs.

Are you saying that you measure only 9-10V at all light circuits (brake, tail, each signal)? This is an important question that might lead to an answer at the other end of the car.
