Some additional information on the 140mph speedometers 1991-95 700 1991

I am only guessing but I would say what you are experiencing is the result of two bad speedometers or poor connections.

I believe there are three screws that are for holding the speedometer in place. The remaining screws are electrical connections. I would remove the ones responsible for connections and carefully clean the circuit board with a fine scuff pad. You will see the difference once you use it. Also carefully clean the washer on the screw. Clean the washer's contact surface with the board.

I would do this on both clusters before declaring them useless.
