Horn- I bet it's unplugged! 120-130

The horn ring has a foam ring (acts as a spring) in it to keep the two pieces in the horn ring from contacting and completing the ground (keeps it from honking until you press the horn ring down). All of these foam pieces disintegrates over time, and can't keep the contacts from activating the horn. Very annoying driving down the road with the horn going off, so most just unplugs the horns.

New foam rings are available. Others have taken the horn ring apart and use silicone to replace the foam ring (I think they apply it to one side and let it dry).
