Stick a multimeter on the wires, turn on the fog light switch, and see if they're still live. you can probably install a new pair of aftermarket fogs (or devise a way of mounting the old-style optional fogs from the 240/740) on your existing bumper holes for a LOT less $$ than swapping out your existing setup for the correct Volvo 940 fog lights.
