It could be a bad ground or circuit problem at the Tail Lights.
For the Cruise Control to operate, it's "brain" finds its normal ground path thru the (inoperative) Brake Light filaments. So when the brake lights go on, the CC ground becomes a + voltage and the CC "drops out".
My guess is that when you turn the lights on, some Tail Light voltage is finding it's way to a Brake Light filament, causing the CC to quit.
The lower-outer bulbs on each side are dual filament (Tail and Brake), so the common ground wire for either side could be a faulty. Or it might be a socket problem, if the one on the right side is Black (wrong) rather than White (correct).
