Random B18 engine anomalies 140-160 1968

The rear carb is not flowing any fuel. When you re-inserted the jet pipe into the float chamber, you may have pinched the sealing ring. You'll have to remove the pipe, and install a new ring. They are located in this order, nut, small steel washer, seal ring. Move the assembly about 1/8 inch back from the end, and install, tightening the nut only firmly.
If you look into the rear carb after running the engine, the throttle plate will be dry, unlike the front one which will be wet. This will confirm that no fuel is moving through the jet.
