My crystal ball is out for polishing... 1800 1971

The multimeter test showed 12.4 volts at the battery, and it only drops to 12.1 when I turn to crank. I figured out the starter is getting 10.6 volts when I turn the key to START which rules out the ignition system supposedly. I'm going to try rocking the car back and forth some more today to see if I can get it to engage.

Car won't crank at all. When I turn the key to ON I get no sounds, nor do I when I put the key to START. Everything is absolutely quiet besides the accessories' relays clicking.
