Use duct tape or a short piece of hose and a bolt. Prevent any air entering the engine except through the carbs. Then tune the carbs as to factory spec. It ain't fuel needles, it's you compensating for false air through the PCV. Also check the manifold stud nuts for tight and be sure those aren't loose too.
