Only starting. When fully out, it should rev up to around 2700 - 3000 rpm. Out a third, should be around 1600 or so. You can't really adjust the choke mixture. It is merely a function of the jets dropping down. So if you have your idle mixture set properly, there is no mixture adjustment to the choke that can be done. You can adjust the fast idle speed though. Be sure you check for sticking jets. I have had that issue often. The jets don't always release back up after pushing in the choke.
