Tire size must it be exact? 185 or 195 60 or 65? 1990 740 700 1990

I would always opt for 195/65's on my 700 series cars. In fact with that size, which I have used many times, the speedo is more exact! The original tire size and speedo combination seem to be about 3% high, but the 195's make it about perfect.
205/60s will also work fine.
I have purchased many used tires, usually snows. For $150 you should do a careful check of tread depth. Tires start with about 11-12/ 32nds, and the last 2/32 are unusable. For that price (about60% of new,) you want to get at least 8/32 (12/32 - 2/32 = 10/32 x0.6 = 6/32, + 2/32= 8/32) of tread on all the tires all the way across.
