STEERING HELP 200 1988

Had new tires put on for inspection, and took the car to a mechanic/friend next door. He tells me I need new inner tie rod ends, which I then order. On my way home from work I get this terrible shaking, comes and goes depending on speed. My first thought was that lugs were not tightened. Check that, and while either wheel is off the ground I get a good bit of movement at 3/9 oclock. Is this indeed symptomatic of inner TRE wear? Can I drive without damaging the car further or wrecking? I thought the parts would be here today but no. Hopefully tomorrow.
