What to do with R12 200

I agree that releasing it out would not be cool.

I fixed my A/C not too long ago. I was hoping to keep the old R12 system intact but many components were too far gone even after I recharged it. I took it to an A/C guy and he was happy to take the R12 off my hands and vacuumed it out. We actually traded services, I came back after upgrading my system replacing every single component in my 84 (except the one hose from the condenser to the drier) and he vacuum tested, then filled me up with R134 and leak tested for free.

Even if someone wont pay to take it off your hands, I doubt anyone would charge you for the service.
