When the 83 was new I got 33MPG (US) driving down I-5 close to the 55MPH limit the US had then. With 165k mi on it now, it does 29.5-30.5 at around 65MPH.
The 940 with, arguably, a somewhat more sophisticated engine management system (LH 2.4), and lockup trans does almost exactly the same, despite turning higher RPM's at the same speeds (4.10 axle ratio).
Even the 740 wagon with a 5.7L V8 gets 26MPG at a steady 70MPH on cruise control.
Along with the usual tune-up and chassis stuff, you'd probably see an increase in fuel mileage by installing a AW71-L trans with the lockup torque converter. Pretty straightforward conversion with all-factory parts, same electrical connections as a 240, and the trans is plentiful in the yards. Our 940 sees a 3 - 400 RPM reduction when the converter clutch engages - that's got to increase efficiency.
