It is supposed to select which section of resitor is being fed then on high feeds the motor directly. The climate control cars are all solid state, and I don't remember seeing a relay (it would almost have to be multiples) in the circuit on mine when I converted it over to manual operation. Have you checked the wiring schematics for the 740/940 models? It should show everything in the circuit.
