The milky white appearance of a dead bulb is water damage. On my 1988 244 it is always the right side lower outer bulb - the expensive one.

First, get some newspaper below the tail light, so water leaking in will be easily removable and not soak into the under-carpet padding. Wet paper will also confirm a leak.

Pull the bulb and look inside the housing - flashlight on the outside - for once-wet dust and residue. Stick a finger in there, is it wet?

What usually happens (to me) is that a bit of water leaks in, I go around a corner with the brake and/or tail light on, water sloshes up on the bulb and "blam" that's it. BF light comes on, and I go searching for yet another 1157 bulb.

Solution is (1) install and non-leaking tail light assembly, or (2) drill a 1/16 inch hole and let the leaking in water escape.

(2) is by far the cheapest,
