Motor surging 700 1989

My rebuilt 760 turbo engine started to surge at idle today. It revs between 1200 and 2000 once every 10 to 15 seconds or so. Would this be a faulty air mass meter, or a throttle body? I removed the cable to the air mass meter and the surging did not stop. Oh by the way, there was an acrid smell in the car -- much like burning plastic parts. Could the main computer module have gone? Maybe a relay?

Any thoughts would be appreciated.
