For the Cruise Control to operate, it's "brain" finds its normal ground path thru the (inoperative) Brake Light filaments. So when the brake lights go on, the CC ground becomes a + voltage and the CC "drops out".
My guess is that when you turn the lights on, some Tail Light voltage is finding it's way to a Brake Light filament, causing the CC to quit.
The lower-outer bulbs on each side are dual filament (Tail and Brake), so the common ground wire for either side could be a faulty. Or it might be a socket problem, if the one on the right side is Black (wrong) rather than White (correct).

If you take the upper and lower steering column covers off, you will find two screws that hold the turn signal and wiper control stalks to the column, this is where the wire ground. Make sure the screws are good and tight.

last visit: Thu Nov 19 21:11 CST 2009[RELATED]Also check the fuse block and make sure all fuses are free from corrosion as are all the fuse block holder stakes.
Use a small brass wire brush with the negative battery cable disconnected and clean all the fuse ends with the brush and reinsert.
This may do the trick for you.
