The open electrical connectors on the headlamp wiring harness (normally zip tied) are for the headlamp washer wiper -standard on the 960's. The only other loose wiring under the front bumper would be for a missing ambient temp sensor. See the FAQ for more information on fog lamps.

The OE fog lights are incorporated into the front grill assembly on the 940 and look almost like a second set of square headlights. It's not a plug and play deal, almost everything needs to be switched out.

If you're talking about mounting holes on the underside of the plastic bumper cover, that's an aftermarket setup. Stick a multimeter on the wires, turn on the fog light switch, and see if they're still live.
you can probably install a new pair of aftermarket fogs (or devise a way of mounting the old-style optional fogs from the 240/740) on your existing bumper holes for a LOT less $$ than swapping out your existing setup for the correct Volvo 940 fog lights. And end up with superior illumination, too.
