• I don't know how this impacts your plans, but that "Volvo PN 127031166" is actually Bosch PN 1-237-031-166, which equates to Volvo PN 1346803 — and that 1346803 is the impulse sender for the '85-'87 ICU 1346107 (not your '83-'84 1317295). But if it fits your '83-'84 distributor body, I think it should work with the earlier ICU.
Your 1317295 ICU is listed in my SAVE ("trade" parts book) for the '83-'84 with Automatic Tranny. The matching Impulse Sender is the Bosch 1-237-031-123 (or) Volvo 1276619, which is $93.68 at Tasca Volvo (but maybe that's a round plug???). The '85-'87 1346803 is #105.56 at Tasca.
I think your mechanic is out to lunch about "resistance values". As I understand it, the pulses from the hall switch (any year) are merely interruptions of the nominal 5V control voltage signal from the ICU on the yellow (B) wire. The other 2 wires are 12V input and a ground.

I googled that PN (Bosch 1-237-031-123) and found a part that looks nothing like mine. I believe that that might be for a B21 engine. This can get confusing! Too many part #s .............

I agree, after seeing the 123 picture I believe it's for the Bosch "Breakerless" ignition, not your early Volvo/Chrysler.
Sorry to be less than helpful (as was my parts book).
Have you tried to see if the whole '85-'87 distributor with it's 166 Hall Switch will fit your '83 block? I think that $290 sender is for the original Chrysler white cap unit.

The Hall Sensor test is to jumper two wires from the ICU together, at which point the resistance between the two wires is zero. The ICU has effectively seen a "dead short of zero resistance" between those two wires.
I'm not 100% sure but it appears the Hall sensor acts similar to a magneto in reverse. Instead of using a magnet passing through a coil of wire to generate a voltage, the metal vane passing through a magnetic field creates a voltage change between two wires that the ICU uses to fire the spark.
IMOP, since the spark can be fired with a change from infinite to zero resistance without damage, a voltage change from 12 volts to any other voltage will do no damage.
My biggest concern at this point would be the mechanincs ability to get the correct wires from one connector to match the wires of the new sensor arrangement with a connection method that prevents future deterioration of the connection in the under hood environment that close to the block.

That makes some sense, the part about the frying of the ECU.
The reason the mechanic said "that" was because of a fear factor, he was afraid of the problem. Since Volvo improved the hall pickup unit in 1984, that automatically means that:
The mechanic wants to go out with your old lady.
The mechanic wants to take your car to the strip club.
The mechanic wants to go to the casino with your credit card.
With those reasons in mind, the resistance values are frying your CPU right now.
