Electrical Diagnostics in 760 - Please help! 700

Hi all,

I believe I have narrowed down the cause of the heater fan not blowing in my 1988 760GLE.

I'm hoping someone out there has a foolproof method for diagnosing the status of the part I am suspecting. This part goes by several names:

ECC Power Unit
Power Stage
Heater Fan Relay Pack
Fan Speed Resistor Pack
Blower Motor Resistor
Fan Speed Control Module

It's the part that converts the speed setting from the dial on the dash to actual voltage fed to the fan to vary its speed.

I appreciate any suggestions on how to further test this part. If anyone knos what I should look for if I remove it please let me know and I'll pull the part.
