1997 t5 wagon What to start with? suspension or cat-back exhaust?

Just purchased a wonderful 850t5 wagon (1997). black on camel. abot 90 k on the car. Fast on the road! I want to mod it to upgrade the ride and the horsepower. So, what do I start with? It'll be $500 or more either way. Handling could be improved with IDP antisway bars. Horsepower can be improved with a 2.5 to 3 inch cat-back exhaust. I just don't want the droning at speed so I have to talk over the noise. Quiet on the inside, sweet noises on the outside. I want the great sound and the additional horsepower, but not at the expense of a noisy interior.

Suggestions please.

History.
Owned european cars all my life. Second Volvo. Previous was a '71 240 wagon with a 5speed. Now, after the kids are grown, I am back and want to mod a great car (850 t5 wagon). I have limiteed resources, as I am a teacher approaching retirement (and we all know what the bankers did to the market and my retirement). So, help me step in some interestng mods with few bucks. Suspension or exhausst?

BTW, anyone know where to get a rear deck spoiler or a security cover for the back storage area cheap? What I have seen on-line costs a fortune. I'd rather spend that much money on something I can feel everytime I drive the car rather than on the cosmetics, but, hey, doesn't hurt to ask.
