Which manual says the tank must be dropped? The sedan's have an access panel in the trunk allowing relatively easy access to the tank/pump. I cannot think of a reason that the wagon would be any different.

Did the pressure at the rail change when the vacuum line to the fuel pressure regulator was removed? Did you check the pressure at the valve between the pump and filter (under the car)? Might be worth trying just to eliminate any doubt before changing the pump.

FWIW I've had good luck with the aftermarket replacement pump that FCPGroton sells. Much cheaper than OEM. It's noisier than stock, but does the trick.
