Surging idle?

Yesterday I noticed the idle on my wife's '99 NA V70 surging between 700 and 800 rpms and a slight vibration while waiting at a light. I slipped the 4 speed auto trans into neutral and it settled into a smooth 800 rpms. When I put it back in drive, it started again. It was like the trans was slowing the idle speed. Does anyone have any ideas what is going on? Thanks.
