A fully charged battery should read 12.6 Volts. If you measure alternator output at the battery you should see 13.8v or more depending on the state of battery charge.
Have you cleaned the battery terminals and inspected the cable fittings for corrosion in the connector..??
Also check the battery ground cable connection to the car.
