If you measure alternator output at the battery you should see 13.8v or more depending on the state of battery charge. Have you cleaned the battery terminals and inspected the cable fittings for corrosion in the connector..?? Also check the battery ground cable connection to the car. If you want more info on batteries, charging and TS problems, see if you can locate the on-line site "Battery University" .
