Anyone who has removed the front seat belts has probably had the same problem you are having. You must duplicate the angle that the seat belt assembly is mounted to the seat frame before the belt will unspool. I took me quite a few positions before it freed up. After this experience I always pull out some slack and put a large safety pin through the webbing that prevents the excess from being drawn into the belt assembly before unbolting it from the seat.
