Checked in my VCNA Quick Reference Parts Catalog. You can swap the relays, they should have the same part number: 1363444-9. There is a change in the p/n for AW-71 and the M-46 beginning in 1899. And the AW-71 and M-46 relays are NOT exchangeable.
Re-soldering the relay does not require removal of the old solder. Don Foster has a great system. It required a small tip iron, and is actually re-heating and re-flowing the existing solder, and maybe adding a little more. That just repairs the cracks that occur over time, and often does the job. I wish I had known about that many years ago.
The solenoid on the trans is a common failure. If the relay swap doesn't do the job, there is a way to test the solenoid. I just applied voltage when I got the thing off, and listened for a click. No click=no good.
