I just took the tailgate panel on my '89 700 last week, and here's the procedure (contrary to what the 700 FAQ says, I managed to remove and reinstall the panel without breaking any trim - woohoo!).

1. Remove the plastic trim clips at the bottom of the tailgate (i think there's 5? of them) by turning them 90' with a flathead screwdriver and pulling them out.

2. remove the trim piece in front of the interior lever (the simple horizonal piece, not the entire lever frame) by prying it off. This is a little dicey.

3. This reveals two phillips head screws. Remove these, and then remove the frame surrounding the interior lever.

4. Now, the entire interior panel should be hanging on only by some clips at the top (right below the window). Lift the panel piece up (vertically, NOT forward or any other direction) and the panel should come off (note that there may be some black putty gummed between the panel and the window seal. Just cut through this with a utility knife, or with your fingers (though it's extremely messy when it's hot). When removing the panel, be careful to let the lever slide up through the enlarged slot at the left of its travel.

That should do it, provided the trim is similar to the trim in the '89 models.
