The idle air control motor is the little silver canister located underneath the intake manifold (on the drivers side of the engine). There are a couple of vacuum lines going to it and an electrical hookup. When I cleaned mine I unhooked the electrical connection, took off the two vacuum lines, and unscrewed it from its mounting bracket. I then sprayed carb cleaner inside both of the holes, covered them with my fingers, and shook it around. Dump it out in a cup and repeat a time or two. That should clean most of the sticky gunk out of it. Hook it back up and try it out.

If you want to see if it is sticking, start the engine and rap it a time or two with a screwdriver handle. That will sometimes free it up. If it is sticking, though, I would still clean it out. Worked for me two years ago.

Sometimes these motors fail because the little points inside that move around wear a groove in the motor body. If this is the case then the motor usually has to be replaced.
