Hello,
Its not slipping, its not downshifting into first gear. Its taking off in 2nd, the reason for no power (part of) I have gone over everything. Completely flushed the trans, rechecked the filter screen, checked operation of kickdown in the trans, it appears to be working. If I manually shift through the gears its better, but not right. That's how I discovered its not downshifting. So what controls the downshift? Where do I start? Is a rebuild in order ? Any one want to buy it?????
I'm getting mega disgusted. Also today wife says, come ride with me , its making a new noise, and what was it???? The floor in front of the right rear seat is falling down, I think its headed to the classifieds for parts!!!

The governor on the tailshaft inside the tailhousing is what provides a pressure that is in effect a speed signal. The pressure from governor is more or less 1 psi per 1 mph. The shift valves play a battle of throttle pressure vs. gov pressure to decide what gearto be in. When gov press wins the gearbox upshifts when the throttle pressure wins it downshifts.
The governor could be sticking and the centrifugal weights not returning to center.
OR the tailhousing bushing can allow the tailshaft to move around enough to allow the line pressure supply leak past the center piston ring type seal that seals the supply from the gov press return on the rotating tailshaft.
If the tailshaft can be moved up and down more than 1 mm then you need a bushing replaced and then see if the trouble goes away.

Thank you for the reply. I'll check that tomorrow. The trans senses throttle pressure from the kick-down cable? Would a binding cable cause it not to downshift because it still thinks there is throttle pressure? Where is the governor located? Is it mounted externally or internally ?

Throttle cable sticking would cause high throttle pressure and would cause delayed upshift. Broken cable causes early upshifts with no downshifts at speed but with all gears working.
The governor is on the tailshaft inside the tailhousing. Remove driveshaft and the flange and then tail housing to access.
It is held by a set screw and a clip to tailshaft. It has a spool valve that oil fed to it pulls inward toward center of shaft. When the tailshaft rotates and builds centrifugal force the valve moves outward and progressively opens a spill port building greater pressure the greater the spill port opening. If this sticks open then the trans thinks the car is going say 25 mph, when it is standing still but this triggers the trans to be in 2nd gear.
If you've ever been going down the road and you take your trans out of gear and then put back in gear while doing 50 mph and you notice it goes right back into high gear with no shifts othr than the engagement, the governor pressure from gov was the reason it knew the right gear.

If the rear bushing were worn past the point you indicated, would you likely have a problem upshifting to 4th gear? I have replaced the fluid, relay, and solenoid; switch and wiring visual and ohms check good. Transmission is noiseless and smooth but only has 3 gears. I first noticed the problem when I had the rear seal replaced by a local service station, but at that time I did not replace the bushing. Now I am wondering if I should have replaced the bushing. Did I shoot myself in the foot by not doing the bushing when I had the seal replaced?

It could but you would also have delayed upshifts in the lower gears. The electric solenoid getting stuck (maybe having collected metal filings internally attracted by its magnetic field) would cause this as would a worn OD (4th) clutch.

Anyway, the governor is best checked with a gauge attached to the tap point on driver's side of trans on case just forward of tailhousing joint.
This plug is a 8mm X 1.0 bolt. The gauge fitting used is an o ring sealed hollow bolt with a cross-drilled bolt that goes through fitting in hose from the Volvo special tool gauge. You may be able to fashion something like this.
Thegauge needs to be able to read 60 -70 psi at least.
The pressure should correspond more or less to the road speed once you get to 10 mph or above. Approx 1 psi per each mph.
