Often the tab on the gas door gets bent causing binding with the lock pin. With the door open lock and unlock the car while observing the lock pin. If it still doesn't work, it will probably need replacing. The trunk liner is easily removed to access. First fold up the floor panel over the spare, then find the plastic clips attaching the liner. There is 1 under the spare cover that just pulls out. 2 by the taillight, twist 1/4 turn to remove, 1 along the top along the oppening. Remove the clips, pull the trunk liner slightly to the right to disengage from the rear plastic panel, and fold it inwards. Open fuel door and remove screws, 1 more screw behind trunk liner and the lock motor comes out.
