my usa 2000 s40 user manual tells how to shut them off, i think you hold high beam lever (on) while shutting headlight switch off.

they stay off until you reverse the procedure.

i did it for safety reasons! before doing it, i could detect no difference between having the headlight switch ON or OFF.

now, i leave the headlight switch ON all of the time, except when parked with engine running, in a questionable area and not wanting to be conspicuous.
