When I put my clutch in before coming to a stop bluish smoke comes from the back of the car. Could this be a problem with rings or valves?

It is most likely valves, specifically valve stem oil seals. A compression test, wet and dry, is in order. Even if the test points to valves, you may want to consider an engine rebuild. Older engines seem to suffer a bit when only the top end is taken care of as in a valve job.

There are various factors relating the cost of an engine overhaul. Are you doing most of the work yourself and only sending out parts requiring machining (head, crank, etc.)? How far do you want to go with the rebuild? Will you be replacing those old felt oil seals with later, more dependable ones? Do you need a new camshaft? Replace cam and lifters together. Are you going to replace your oil and water pumps, rebuild carburetors, have the block tanked? You can replace rings and bearings for under $200 in parts assuming you don't have to bore the block (which calls for oversized pistons). If you can do the work yourself, you can do a nice rebuild for a few hundred dollars. If not, outside labor will blow your budget.
