There is a ground wire on the steering column under the covers just behind steering wheel. This can come loose and then you get odd feedbacks when the horn circuit is trying to find a place for all the current flow to ground. The feedback into rear wiper relay makes the relay think you sent power to washer motor and it triggers the 3 times sweep that would normally occur for use of washer switch.
