There is no cold start switch. The person telling you this has some facts crossed.
Theere is something wrong. That car should start instantly after a hot shutdown. When it does re-start does it run rough and blow black smoke for a minute? If so it is leaking either through an injector or the fuel pressure regulator.
Or when it starts there is no smoke but it still runs rough for a few seconds. If this is the case it losing its retained fuel pressure ("rest pressure") either backwards through the fuel pump check valve or through the fuel pressure regulator not sealing and allowing it to go to tank through return line.
