I noticed the other day while washing my car that it has a couple of spots where what looks like a coating over the paint is peeling off. the paint underneith looks fine. What is this coating? Is there a way to stop it from peeling more?

It sounds like your have the dreaded 1980's-water-based-paint-sydrome...or a bad repaint. Where is the clear-coat peeling off? The hood? The trunk?
Everyone had to go to kinder gentler paints in the 1980's & every brand suffered from it for a few years until they figured out the process. The areas most effected are where it gets hot & high UV exposure. The hood is most notorious.
It could also be a bad repaint where the prep work was not done well or the temperatures were off when applying the paint.
I do not know of any fix for the problem except a repaint...maybe another brickster.
