Inside the instrument set on the circuit board is a small plug on circuit board called the temperature compensator board. It's purpose is to dampen the temp needle so that a range of temp between approx 195 and 210 keeps the needle steady just a hair's width below horizontal. When the connections on the circuit board develop any resistance the needle will waver up and down at odd times when the engine temp is doing a normal amount of variation. It sounds like you have done good maintenance and the likelihood of the comp board being your trouble is very good.
Remove cluster, remove back and you will see this samll stick on circuit board. Remove it and scrape all sides of the pins that stick up. Run a paper clip in the socket connections on the removed mini-board. Take a small pocket size screwdriver and pus the socket sides inward to assure a tighter fit when plugged onto pins. Apply vaseline to pins and then plug the mini-board back in.
The soldering of circuit board pins leaves flux residue and it is somewhat corrosive and will cause these connection problems in time. The repair listed fixes almost 100% of these.
