Methinks it's a flakey relay. Either that, or the wiper motor is too fast for the cycle. As an example, on cars with the SWF wiper motor in the front, you can swap the brown and green wires so the intermittent cycle lasts for 5 seconds, instead of 7 seconds, while also increasing the speed of the wipers when on intermittent. On the Electrolux motor, it will cause the motor to run at fast constantly. I would recommend picking up a blue rear wiper relay from a 1979-on wagon that is a GL, GLT, GLE, Turbo, or even a GL Diesel. It'll be with the stock 15 second delay on the rear wiper. Guaranteed to work properly either with the VW Bug wiper motor (yes, the rear wiper motor on a pre-'85 245 is actually a VW Bug front wiper motor) or with the Electrolux version that is a lot quieter and used on 1985-on 245's...
