Test the vacuum while the engine is running...run it up to ~3,000 RPM and let the throttle snap back closed. You should see the gauge pop up to ~25-26 mm hg. If it kinda meanders around...you could have a nasty cat.

Or, if you are intimately familiar with this car, you should be able to feel a lack of flow at the tail pipe, maybe a whistle or whooshing sound too.
