You might also want to verify that you have a good seal between the brake master cylinder and the vacuum booster unit. I had this same problem, and after checking the CIS motor and all the hoses, I was baffled. Then I discovered that there was a vacuum leak all around the interface of the master cylinder/booster unit. I sealed it all up with some goop, and the car runs smoother than ever!
