Ross,
I assume that you have a manual tensioned belt. If this is the case, then the old rule of thumb will not work, because the belt has to be rechecked after the engine has come up to operating temp. ( the thermostat must be open. The Volvo tool is very expensive, but there are other aftermarket
tools available to check belt tension. The belt tension is critical on the 16V's because of possible engine damage. A whine could also develope because of improper belt tension, asa well as one of the pulley bearings
starting to go bad.
