There are two solutions to the third brake light problem. Yes, the bulb out detector IS a voltage unbalance detector.

You can use the diode solution Don mentioned, or you can bring another brake light lead from the brake pedal to the rear. This extra lead is also good if you desire to add a trailer light harness to your car as this will provide brake light power again without fouling up the bulb out sensor. --

guys, do like Volvo did:
run a dummy light bulb (or a real one) from one side brakelight and
hook up your 3rd brake light on the other side brakelight
(or figure out resistance on said bulb and buy RS resistor to make
the difference...that way the 3rd brake light is in the bulb-out
circuit too)

on the problem with malfunctioning dashlights I suggest to take a good
look at the circuit board behind the instrument cluster and check it
for cracks or breaks
