There is no pratical way to drain the oil cooler. It is integral with the radiator like the trans oil cooler.
If you change oil at regular intervals there is no need nor worry about draining that cooler. If you experienced a leakage of water into oil then you would need to worry or if you for some reason failed to change the oil for 15-20 thousand miles.
There is always some amount of unrecoverable oil in any engine when doing an oil change. It is held in the oil passages and inside the hydraulic tappets (if fitted, as in the case of volvo "white" motors).
The likelihood of damage to the fittings that would be tampered with and resultant leaks is of a far greater danger to the life of your engine than is the small amount of oil that is not renewed with each change.
