On the 960 idle problem, This one would lope and vary idle speed when you
sat for extended time periods at idle. I altered the cam timing in small
increments until the idle smoothed out. I just wanted to see if this was the
typical fix

There is a fix that moved the cams slightly to lessen overlap to improve idle.
If your car had that done and then at the time they installed the damper the standard setting fixture was used then your cams were put back into the position that can give a slightly lumpy idle. Lumpy idle=more HP, Smooth idle=less HP but a bit more torque.
95-98 had the high torque, low HP cam configuration (lower lift cams and modified timing).
