Yes, I know it's not 'easy,' but it's not hard either.
I skinny under my two turbos, 87 760t and 90 740t without ramps and just reach up there with a big pliers-type filter wrench and take off the oil filter.
Relocating the oil filter on a turbo engine looks to me like a big pain and might affect the reliability of the engine..ever seen what happens when a full-flow oil line goes at 30-40 gpm and your oil sump only holds 4 qts?
