I cleaned all cables and connections but I couldn't solve this problem. I found the cable from the solenoid to the starter became naked. I put tape on it. This didn't help either. Repair shop installed new starter and solenoid. Big pain and sigh but the problem was solved.
Anyway I have a question. When I check up the old starter, I saw four cables are connected to the solenoid. Two thick, one intermediate, one thin. Two thick cables are from battery and to the starter motor. The intermediate one is probably connected to the ignition switch. The smallest one is what for? Now to this terminal, no cable is connected. Is this OK? 90 740GL.

740's have a battery cable recall ( fires) dealers will replace them free.
